PSEO Access in Minnesota:
What Students Are Not Being Told

A statewide report from Catalyst for Systems Change and People for PSEO

Post Secondary Enrollment Options PSEO is one of Minnesota’s most powerful tools for expanding access to college and career pathways. It allows high school students to earn free college credit and explore their future early.

But access only works if students are informed.

This report shares new findings that many school districts are not meeting legal requirements to provide accurate and up to date information about PSEO. As a result, students and families are making decisions without knowing what opportunities are available to them.

Key Findings Section

What we found:

• Many districts are not providing required PSEO information on their websites
• Students face barriers related to transportation and meals
• Access to information varies widely depending on where a student lives

Why This Matters

When students are not given information, they are not given a choice.

For many young people, especially those from underrepresented communities, PSEO can change the trajectory of their education and future. Withholding or limiting access to information creates inequity across the state.

Call to Action

What happens next:

We are calling for a formal review by the Minnesota Office of Legislative Auditor to better understand the strengths and gaps in the PSEO system and to provide recommendations for improvement.

You can help by learning more, sharing this report, and engaging in the conversation about how we ensure every student has access to opportunity.
